The Casa Grande City Council approved Ordinance No. 1178.464 to change zoning from Urban Ranch to R2 for a roughly 2‑acre site at the west end of East Crystal Street to allow Copper Sky Assisted Living to build two single‑story memory‑care buildings totaling 32 units.
James (city planning staff) told council the project comprises two 9,000‑square‑foot buildings, each single‑story and 23 feet in height, with a total of 32 memory care units and 36 parking spaces. The land was previously reviewed by the Planning Commission, which approved a major site plan and a conditional use permit contingent on council’s approval of the zone change; a final plat will be brought to council at a future meeting.
Staff recommended conditions of record identical to those imposed on the adjacent Phase 1 site. The council-limited conditions make R2 principally permitted uses limited to single‑family homes meeting R2 standards and restrict conditional uses on the property to assisted‑living or nursing‑home uses that also meet R2 standards; this is intended to prevent more intensive multi‑dwelling R2 uses such as duplexes, triplexes or fourplexes.
James noted the closest distance between the proposed building and the nearest single‑family residential property line is 115 feet, and that the development’s architecture and single‑story design were intended to be compatible with the surrounding neighborhood. Access for this phase will be from Bridal Street, and the site will provide an internal access drive linking the new phase with the existing phase to the south to simplify circulation.
Public notification exceeded code requirements; staff received one inquiry from a resident concerned about misdirected traffic to the existing facility. As part of the conditional‑use review the city will consider roadway signage to identify dead ends and through streets to reduce misdirected trips.
Ordinance No. 1178.464 passed on a roll-call vote: Councilmember Romo — yes; Councilmember Dugan — yes; Councilmember Bedell — yes; Councilmember Edwards — yes; Councilmember Huddleston — yes; Mayor Pro Tem Herrmann — yes; Mayor Fitzgibbons — yes. Planning staff indicated the final plat will be considered at a future council meeting.
