City Council approves $2.11 million design and construction-management contract for water reclamation upgrades

The Casa Grande City Council on a unanimous vote authorized the city manager to execute a contract with Wilson and Company Inc. not to exceed $2,107,020 for design and construction management services for the Water Reclamation Facility Phase 4B stage 1 upgrade.
The contract approved by Resolution 5764 covers a base amount of $1,857,020 plus a $250,000 contingency. Kim Owensby, the city’s wastewater superintendent, told the council the work will support the earlier Phase 4A capacity expansion, improve long-term reliability and safety, and reduce operating costs including power, maintenance and chemical usage.
The Phase 4B stage 1 scope described by Owensby includes a new administration building, expanded laboratory capabilities, conversion of an equalization basin to emergency storage only, replacement of chlorine disinfection with ultraviolet disinfection to reduce chemical handling, improved odor controls, removal of abandoned piping and tanks, and development of accurate survey records and drawings for future maintenance. Owensby said the stage 1 package covers background investigation, preliminary design, construction-manager-at-risk (CMAR) selection and assistance with long‑lead equipment purchases; a separate Phase 4B stage 2 — for final design, permitting and construction — will be brought to council later and is not part of this authorization.
Councilmembers asked about procurement approach and timing for selecting the construction manager. A councilmember asked whether the construction component would be procured as CMAR or as a hard-bid contract; Owensby said the preference is CMAR. When asked how far design would progress before selecting that contractor, a participant identified as James said selection would be “much, much sooner than 30%.”
The council voted to adopt Resolution 5764 authorizing the expenditure and contract execution. Roll-call recorded votes were: Councilmember Romo — yes; Councilmember Dugan — yes; Councilmember Bedell — yes; Councilmember Edwards — yes; Councilmember Huddleston — yes; Mayor Pro Tem Herrmann — yes; Mayor Fitzgibbons — yes. The motion passed unanimously.
Stage 2 final design, permitting and construction administration were explicitly excluded from the current contract authorization and will return to council for separate approval, Owensby said.
