Council members asked whether the city would be responsible for design work and the staff confirmed that the design is complete and the city would manage the design phase while ADOT would administer construction. Council members also asked about whether public art could be included in the roundabout center island; staff said final design details would be determined later.
The staff estimate given at the meeting for total project cost was approximately $3.5 million. The council approved Resolution 5763, which authorizes the intergovernmental agreement, expenditure of public funds and execution of the agreement by the city manager. The resolution passed on a roll‑call vote with affirmative votes recorded by Council member Grama, Council member Dunye, Council member Bridal, Council member Edwards, Council member Huddleston, Mayor Pro Tem (recorded in transcript as "Mayor Pro Tempeperman") and Mayor Fitzgivens.
Staff emphasized that because the project uses federal funds ADOT administration is required for construction; in some federally funded projects the city may perform design work while ADOT administers construction.
No amendments to the agreement were made during the meeting.
