A staff member told the council that Hensel Phelps was determined to be the lowest qualified bidder after bid review.
Staff warned council members that equipment lead times — particularly for backup generators that are required by Arizona law for lift stations — could extend the project schedule. "Our big concern is we're looking at about a 500 day timeline," the staff member said, adding that typical lift station projects run nine to 12 months. The staff member also said the city could put the lift station into service sooner using rented generators, but doing so would add cost, which is why staff requested the additional contingency.
The council approved Resolution 5761, which authorizes the contract, the expenditure of public funds and transfer of budget authority. The roll-call vote on the resolution recorded "Yes" votes from Council member Ramo, Council member Dugan, Council member Bedellin, Council member Edwards, Council member Hiddleston, Mayor Pro Tem Herrmann and Mayor Fitzgibbon. A motion to approve the resolution was made and seconded before the roll call.
Staff described the contingency request as a planning precaution against worst-case schedule and supply scenarios rather than an expected outcome. The project description presented to the council says the lift station will expand wastewater collection infrastructure to support planned development on the city's West Side.
Council discussion focused on the schedule and the generator issue; staff said they do not anticipate needing rental generators but wanted the option available if supply delays make permanent generator delivery late. No amendments were made to the contract award during the meeting.
The resolution gives the city manager authority to execute the construction contract with Hensel Phelps and to transfer budget authority as needed to fund the project and approved contingency.
Staff did not specify an exact construction start date at the meeting and said the official timeline was still being refined.
