The Lake Havasu City Council voted 6-0 Tuesday to adopt Resolution No. 19-3309, approving the city27s five-year Capital Improvement Plan (CIP) for fiscal years 2020–2024.
City staff told the council the adopted CIP reflects no changes since an April 25 work session and lists fully funded projects totaling about $21.4 million across the five-year period; the staff summary presented a total project estimate figure of roughly $89.7 million but clarified the fully funded portion is about $21.4 million.
Administrative Services and department staff were thanked by councilmembers for their work compiling the plan. Staff also described a manager-proposed change the council directed during work sessions: identifying construction sales tax as a stable funding source for CIP-related projects. Councilmembers said using construction sales tax provides a reliable revenue stream for capital projects while preserving operating funds.
Councilmember Jenny Coke moved to adopt the resolution; Vice Mayor David Lane seconded. The motion carried 6 to 0.
The adopted CIP lists funded projects by category and excludes unfunded projects from the funded total; staff said the document is a summary intended to roll up department requests into a single plan and that additional project details are available in the full CIP document.
Council members and staff said the plan will guide capital spending and project scheduling through fiscal year 2024.
