Council awards 2019 water main replacement contract to Tri Sun's Engineering

Lake Havasu City Council on Oct. 22 awarded the 2019 water main replacement construction contract to Tri Sun's Engineering (low bidder) for the WT-7460 project, a multistreet program to replace aging and undersized water mains and upgrade fire hydrants.
Public Works staff described the project as a continuation of the city's program to replace mains based on age, material, diameter and break history. The contract covers replacement of approximately 13,000 linear feet of water main, including about 7,500 feet of 6-inch PVC and roughly 5,400 feet of 8-inch PVC to improve capacity and reduce break risk. The project also replaces more than 33 fire hydrants to meet current fire-code requirements.
Engineers’ estimate and bid summary: staff reported an engineer’s estimate near $1.5 million and that Tri Sun’s Engineering submitted the low responsive bid ($1,330,159), while a second bidder returned a substantially higher bid. The construction schedule calls for 150 calendar days; anticipated completion was May 2020.
Councilmember Donna McCoy moved to award the base bid and additive alternate to Tri Sun's Engineering; Councilmember Gordon Groat seconded. The motion passed 7-0.
Staff said the replacements will improve circulation, fire protection and water quality; the work will be scheduled to minimize customer disruptions and follow typical construction permitting and notification procedures. The project will be funded from the water capital program within the adopted budget.
