Council approved a six‑month professional services agreement with EUSI, a water/wastewater operations firm, for $98,544 to evaluate the city’s water and wastewater divisions. Mr. Frosley, a utilities staff member who presented the item, said the contract will place licensed operators and engineers on site one to two days a week to review operations, staffing, asset management and written procedures. “The total cost is $98,544,” he said.
