Betty Smith, a resident of the Malibu community on Grand Island, told the Lake Havasu City Council on Sept. 10 that some island residents were told the city intended to transfer Grand Island Park to the neighborhood and requested confirmation of the park’s status.
"Is the city transferring the Grand Island Park over to the residents on the island?" Smith asked, describing meetings where preliminary landscape plans — including a proposed pool and walls — had been shown to some residents and alleging conflicting or unclear communications from an HOA and city representatives.
City staff told Smith earlier in the day they had no plans to transfer the park and the Park and Recreation Department had said the park would remain city property. During the public-comment period the mayor or presiding official (not otherwise identified by name in the transcript) stated, "The status of the park is that it's a city park and it remains a city park." The council did not take action on the matter; Smith was advised that the subject was not on the agenda and could not be debated at that time.
Smith told the council she and other residents wanted a final clarification and said some neighbors felt decisions were being made without a community vote.
