Council awards design contract for Avalon Drain No. 2 slope stabilization

Lake Havasu City Council on Oct. 22 awarded a professional services agreement to Kimley-Horn (Kimley Horn and Associates) to design slope stabilization improvements for Avalon Drain No. 2, a drainage channel running between Avalon Avenue and Angler Drive.
Public Works staff described urgent erosion and slope instability along the Avalon Drain, noting exposed poles and property at risk. The design contract covers slope stabilization, stepped drop structures and energy-dissipation measures intended to slow flow and protect adjacent properties and infrastructure.
Public Works presented photos of existing erosion and the concept of stepped drop structures. Staff said the contract is anticipated to run roughly 487 days on paper: six to seven months of design followed by Army Corps of Engineers permitting (an additional six to nine months). The consultant’s scope includes design, plan sets and permitting support.
The city described the contract amount and timeline as reasonable for the technical scope; staff said the proposal would enable construction planning once permits are in hand. Councilmember Andrew Koch moved to award the agreement; Councilmember Gordon Groat seconded. The motion carried 7-0.
The award begins the design phase; final construction will require separate authorization and will be scheduled after permitting and funding are obtained. Council and staff characterized Avalon Drain No. 2 as a high-priority stabilization need compared with other washes in the city.
