Budget framing: Budget staff said FY 2026 continues the city’s flat‑levy approach (no property‑tax increase), funds public‑safety MOUs, proposes a 3.5% cost of living adjustment for non‑represented employees plus up to 2% merit, and advances capital priorities identified in the 10‑year CIP. Staff presented operating and CIP highlights and requested consensus on a handful of additions and changes since the April 1 workshop.
Key council decisions at the workshop
1) Traffic‑safety devices (permanently mounted lidar/radar in patrol cars): City Manager and police staff recommended outfitting each patrol vehicle with permanently mounted lidar / speed detection units to emphasize traffic enforcement and improve safety. The manager cited traffic‑fatality figures for the city (the presentation said 75 traffic fatalities over the 2023–24 period) and described broad council support for stronger traffic enforcement. Staff reported a vendor quote “just under $600,000,” anticipated implementation over about two months, and said the long‑lead equipment could be ordered and deployed quickly; staff and police leadership said officers welcomed the equipment. Council gave consensus to proceed and asked staff to pair the procurement with a public‑education campaign to promote voluntary compliance rather than surprise enforcement.
2) Manistee Ranch maintenance donation ($20,000 one‑time supplemental): Council Member Conchas asked that the earlier proposed $20,000 one‑time appropriation for maintenance of the Manistee Ranch house be removed from the budget; Conchas said the Glendale Historical Society could handle the item for now. Council agreed and the $20,000 supplemental was removed by consensus.
3) Station 154 land purchase (placeholder/workshop): Council discussed prior concerns about a high call‑volume imbalance at Fire Station 154, including calls into the Phoenix automatic‑aid network. Several council members asked for more detailed discussion and analysis before any land purchase or relocation proceeds. Staff said CIP appropriations exist for station work in FY26–27 but emphasized any land transaction would return to council for review. Council agreed to treat a potential land purchase as a placeholder in the CIP and asked staff to schedule a dedicated workshop with operational call‑data, polygons and options for rebuilding in place versus relocation; staff will also coordinate with Phoenix on automatic‑aid implications.
4) Arts fund repayment ($2,000,000 transfer): Council discussed restoring $2 million previously swept from the Arts Fund. Some members wanted a completed arts master plan before transferring money; others noted the funds were historically the arts program’s and argued for repayment now. Council reached consensus to transfer $2,000,000 back to the Arts Fund and directed staff to reflect the transfer in the tentative budget for the May adoption meeting.
Staff said other budget adjustments would appear in the tentative budget and reminded council of the May voting meeting to adopt the tentative budget and the June schedule for final adoption and tax‑levy actions.
