Council clears Dignity Health Desert River PAD to broaden medical uses on 32-acre campus

Glendale approved an amendment to an existing PAD to allow expanded medical uses, including rehab, ambulatory surgical centers and behavioral health facilities, on a 32-acre medical campus at 90 Ninth Avenue and Myrtle Avenue.
Glendale City Council voted April 22 to approve Ordinance O25-16, rezoning 32 acres at the northwest corner of 90 Ninth Avenue and Myrtle Avenue to a revised Planned Area Development (PAD) titled Dignity Health Desert River 3 PAD to allow expanded medical uses.
Planner Alex Lerma told the council the site is an existing medical campus with about 67,000 square feet of building area and past expansions in 2013 and 2016. The amended PAD will explicitly permit a broader range of health-care uses on the site, including rehabilitation hospitals, ambulatory surgical centers and behavioral-health facilities, and will provide flexibility for future expansions.
Lerma said the applicant completed citizen outreach and that the item went before the Planning Commission on March 27, 2025, with no public speakers raising significant concerns; the commission recommended approval with two staff stipulations. No members of the public spoke during the councillevel public hearing on this item.
Council members moved, seconded, and voted unanimously to approve the ordinance and waive further readings. Staff indicated a certified copy of the ordinance will be recorded and the zoning map updated.
