The Lake Havasu City Council approved Change Order No. 1 Tuesday to add adjacent streets to the Lake Havasu Avenue and Mesquite Avenue paving rehabilitation project. The council voted 5-0, with one recusal, to authorize Pioneer Earth Movers to perform additional milling and repaving work at a negotiated price of $820,310.
City staff described the original project scope — awarded December 10, 2024 — as including nearly 2,800 linear feet of new 6- to 8-inch water main, water services, fire lines and hydrants and the micromilling and paving of Mesquite Avenue from Lake Havasu Avenue to Acoma Boulevard. The change order adds work on several adjacent streets that staff said were best addressed while the contractor was on site: Civic Center Lane (Mesquite Avenue to the wash), Quarry Oak Drive (Mesquite Avenue to McCulloch Boulevard), Smoketree Boulevard (Swanson Avenue to U.S. 95) and Wings Loop (Swanson Avenue to Swanson Avenue). Funding for the $820,310 change order is allocated in the current budget, staff reported.
Council member Koch moved to approve the change order; Council member Moses seconded. Council member Nancy Campbell announced she would recuse herself from the item before the public hearing. The motion carried with five members voting aye and one recusal; staff said city crews will address one small section between McKees and nearby stores through regular maintenance scheduling.
