The Lake Havasu City Council voted 6-0 Tuesday to approve an engineering professional services agreement with Nichols Consulting Engineers for a pavement management program update in the amount of $138,000.
City staff and the consultant described the program as a data-driven pavement condition index (PCI) effort that measures pavement distress — including raveling, alligator cracking and rutting — and builds a three-year inventory by surveying one-third of the city’s roughly 440 miles of streets each year. The consultant said specialized vehicles with high-resolution cameras, GPS and laser scanners will collect condition and subbase data; the firm provides the data to the city's StreetSaver system for planning.
During the public hearing, residents raised spot concerns about specific blocks and water pooling on recently paved streets; staff confirmed the vendor brings its own equipment and that city crews will address a small section separately. Council member Jim Dolan moved to approve the agreement; Council member Nancy Campbell seconded. The motion carried 6 to 0.
