Separately, the commission considered a budget revision requested by Southside Community Association, which staff said had originally been awarded funds for outreach and engagement activities tied to neighborhood sustainability work. Staff reported that the association had already spent about $3,300 and proposed reallocating roughly $4,000 of remaining grant funds to help support a local staff member whose EPA‑funded position was terminated when the federal award was put on hold.
Tia, Sustainability Division staff, explained the association’s request and the commission discussed precedent concerns and statutory limits on staff‑time in awarded grant budgets. Staff noted the grant terms permit commission‑approved exceptions and emphasized the one‑time, emergency nature of this request.
A motion to approve Southside Community Association’s budget revision carried by voice vote. Commissioners said they would require the grantee to submit a final report that documents changed activities and outcomes consistent with the program’s reporting requirements.
