The city council on April 22 approved an amendment to the Lake Pleasant Heights (Mystic/Lake Pleasant Heights) development agreement that clarifies neighborhood-park triggers, ties north-of-CAP vertical construction to completion of the El Mirage bridge, and adjusts fire-service planning to improve operational efficiency.
Deputy City Manager Kevin Burke and development staff said the amendment is the first modification to a prior partial-amendment and restatement of the original development agreement. The amendment requires the developer to dedicate about 27 acres for two neighborhood parks (18 usable acres required) and sets construction triggers and an 18-month completion requirement tied to specific building-permit milestones.
On fire services, the amendment replaces separate station obligations that would have overlapped with a single central fire station located at Estancia Boulevard and White Pete Drive; Mystic will contribute to operating costs for the first four years and will purchase the station’s engine (staff noted the engine has a ~two-year lead time). City staff said the consolidated station reduces duplication and improves response-time coverage across both developments.
The amendment also prevents construction of homes north of the Central Arizona Project canal until the El Mirage bridge is complete, intended to ensure safe and reliable egress and emergency access and to reduce the risk the developer might stall on the bridge given rising bridge construction costs. The amendment requires bridge design above minimum standards and includes neighborhood-amenity features consistent with the neighborhood’s character.
Council voted to adopt ordinance 2025-10 (first amendment to the partial amendment and restatement of the development agreement) by unanimous vote. Staff described impact-fee eligibility for park and fire facilities and said the developer’s contributions would be eligible for reimbursement under adopted processes.
