Board approves two‑month extension for Yuma County administration building; contractor says project remains on budget

The Yuma County Board of Supervisors approved a two‑month time extension for substantial completion of the new Yuma County administration service building project, moving the county’s occupancy date from June 26 to Aug. 26, 2025.

Pilkington Construction President Clint Harrington and County Engineer Frank Sanchez presented schedule impacts, explaining that a sequence of design changes, architectural supplemental instructions (ASIs) and more than 300 requests for information had delayed the project. Harrington said the construction manager at‑risk delivery and a partnering approach allowed the team to mitigate many delays and that the two‑month extension was “fair and reasonable.” He also stated the contractor was not asking for additional county funding: “We’re not here to ask you for any more money today either,” he said, and noted contingency remains to cover costs.

Harrington distinguished substantial completion, when the county may occupy the building, from final completion, which he described as paperwork and remaining punch‑list items. The contractor requested shifting substantial completion to Aug. 26 and final completion from the previously scheduled window to a new late‑2025 target. He said the division‑1 supervision/overhead costs for two months would normally be about $225,000 but proposed capping that at $150,000 and indicated that the project remains within the existing budget and contingency levels.

Board members thanked the project team for mitigation efforts and approved the time extension by voice vote. Staff said they expect to report progress and any schedule updates at subsequent meetings.
