Skokie Village Board votes to enter closed session and adjourn special meeting

At a special meeting on April 28, 2025, the Skokie Village Board voted to enter closed session under paragraph 2(c)(1) of the Illinois Open Meetings Act and to adjourn the meeting immediately upon conclusion of that closed session.

The motion to go into closed session cited paragraph 2(c)(1) of the Illinois Open Meetings Act, the provision that permits closed deliberation on specific personnel matters. Trustee Schechter moved the first motion to enter closed session; it was seconded by Trustee Levy and carried on a roll-call vote. Following that vote, Trustee Kaye Levy moved, and Trustee L. Levy seconded, a separate motion to go into closed session and adjourn the main meeting immediately upon adjournment of the closed session; that motion also passed on a roll-call vote.

Mayor Tennis noted the mayor does not typically vote under the village’s new voting system, saying, "because of the new system, the mayor no longer votes, unless there are special circumstances." The clerk reported Trustee Pier Slobin was absent. The roll call on the adjournment motion recorded Trustees Schechter, Kaye Levy, Robinson, Iverson and L. Levy voting Aye. The transcript indicates there were no members of the public present for comment: "So there's no public comment."

The meeting opened with the Pledge of Allegiance led by Village Clerk Manal Desai before the board moved promptly to the procedural motions to enter closed session and adjourn after that session. No substantive discussion of the closed-session subject matter appears in the public portion of the record.

Because the votes invoked a statutory closed-session exception, any substantive discussion held after the board adjourned to closed session will not be reflected in the public transcript unless and until the board takes a public action to disclose it.
