Commission approves Sawgrass Mills boat show for May after questioning event limits and safety oversight

The City Commission of Sunrise voted 5–0 Tuesday to authorize a special-event permit for a boat show at Sawgrass Mills Mall from May 16–18, 2025, after commissioners asked the mall and city staff to develop clearer rules for how often large commercial activations will be allowed.

The vote cleared a resolution that directs staff to review the mall’s application and confirm it meets city code before the event. Deputy Mayor Neil Kirch made the motion to approve and Commissioner Joseph Scudo seconded. Assistant Deputy Mayor Jacqueline A. Guzman, Commissioner LaToya S. Clark and Mayor Michael J. Ryan all voted yes.

Commissioners pressed the mall’s event representatives and city staff on whether the city should set a cap on the number of such commercial activations and who would pay for public-safety services. Commissioner Scudo said he was supportive of the concept but worried the mall could make arrangements to host many similar events and turn public rights-of-way into recurring commercial activations. He asked whether the city should set a per-site annual limit and what costs — police, fire and other services — the mall would cover.

Aidan Oswitz, responsible for special events and advertising for Sawgrass Mills Mall, said the boat show organizers approached the mall after other regional shows were canceled, and that the mall expects to stage a family-oriented weekend spread across the colonnade and adjacent areas to keep daily attendance moderate. Michael Matamoros, assistant mall manager, said vendors would be limited to watercraft and related vendors and that food trucks were not planned for the vendor area.

City Manager Mark Lobelski told commissioners the application arrived late in the permit cycle (mid-April) and staff moved it forward to give the city and vendors time to plan. Lobelski said public-safety costs tied to special events are typically borne by the applicant and that the city’s public-safety and fire officials were already engaged on circulation, access and cooling/heat-safety issues because some exhibits will be on asphalt in warm weather.

Commissioner Scudo pressed staff to develop a predictable policy so event requests could be evaluated against a preapproved frequency and scope, rather than requiring a full commission vote each time. Several commissioners said they wanted a streamlined approach — a limited annual number of large activations or a standard permitting “menu” that would allow the city to respond quickly to commercial opportunities while protecting traffic, parking and public-safety interests.

Mall officials said they were open to working with staff to create a schedule and limits and emphasized they expect most activity to be spread over the weekend to avoid large single-day surges. Mark Lobelski said staff will work with the mall on a framework for future events and return to the commission if new policy language is needed.

The resolution passed 5–0. Commissioners also asked staff to confirm final public-safety staffing plans and any vendor lists in advance of the event and to return with a recommendation for how many comparable commercial activations the city will permit annually.
