Speedway council unanimously amends Chapter 10 to remove conflicting golf cart language

The Town of Speedway Town Council on April 28 adopted Ordinance No. 14-10, amending Chapter 10 of the town code to remove conflicting references to golf carts.

The change, described by Grant Kleinheinz, town manager, as a "cleanup," does not add new permissions or prohibitions. Kleinheinz said the revision removes leftover language that could be read as allowing golf carts on public streets and that the ordinance is not introducing new rules. "This is not a new ordinance. This is not adding anything," Kleinheinz said.

Council President Nick Sturgeon called the vote after members agreed to unanimous consent for first reading and to pass the ordinance that evening. The ordinance was approved on first reading by unanimous consent and then passed on final vote, 5-0.

Kleinheinz and others clarified that existing race-related allowances remain unchanged: driving over curbs and sidewalks is permitted around race events but remains prohibited for the rest of the year. Council members said public attention increased after the packet was posted online; Sturgeon and Kleinheinz noted a small number of emails from residents before the meeting.

The ordinance text referenced Chapter 10 and a code section described in the packet as related to golf cart restrictions; the council removed language in section 10.24.03 and corresponding parts 6 and 7 that created the conflict. No other substantive changes to Chapter 10 were made. The council recorded the final vote as 5-0 in favor.

The measure is effective as adopted; no further implementation steps were discussed at the meeting.
