City project manager reports progress on water, streets and wastewater projects; Altamira well planning flagged for more review

Matthew Julien, project manager for the City of Navasota, updated the council on capital-improvement projects, saying the major street and utility improvement project is effectively complete pending final payout and several water and wastewater projects remain in various stages of bidding or construction.
Julien said contractors finished final asphalt touch-ups and submitted final payout documents; once reviewed the project will be 100% complete. He reported a bid opening for the water-plant connection project (described as work to connect a new well to an elevated storage tank) and said staff expect to award that contract at the May 12 council meeting. Julien also said the city plans a June 9 workshop to present the full water project updates.
On smaller projects, Julien listed a reduced tree-removal budget focused on Area 2 (north of Washington and east of LaSalle) to trim branches over public rights-of-way, funding for Water Well No. 5 rehabilitation following problems discovered during prior work, and painting to address corrosion flagged in a TCEQ inspection. He said staff are collecting contractor quotes for those jobs.
Julien described planning for a potential Water Well No. 9 to serve the Altamira subdivision; he said the first well attempt did not yield expected results and that a second well will likely be required to meet future phases of the subdivision. A council member requested a workshop and an updated briefing before any bid award related to the Altamira property; Julien indicated the bid award for that Altamira-related work is on the next meeting agenda, but the council member asked for more information in advance.
Julien also reported completed repairs at the wastewater plant (a rotor replacement) using previously budgeted funds, pending electrical wiring for new chlorine-level scales, an upcoming repair for a water leak on Highway 6 near La Casita, and installation of an AWOS wind sensor. He said the municipal swimming pool remains on schedule for completion.
