Flood control director reports below‑average rainfall, project updates for Ephraim Canyon and Patagonia

Alan, director for the Flood Control District, updated the Santa Cruz County Board of Supervisors on Febuary conditions and ongoing flood-control projects during the March 11 meeting.
“Right now, Santa Cruz County is currently in an extreme drought,” Alan said, summarizing rainfall and gauge data for February and noting recent small rainfall in the Nogales area.
Alan told the board the flood control district logged several public interactions in the preceding month, including 98 flood hazard information requests, 12 floodplain use permit applications, one site review and two drainage complaints. He also provided project updates:
- Ephraim Canyon project: consultants are completing an optimization analysis and recommended a jurisdictional structure that would use a spillway to reduce material needs; phase 1 (15% design) is scheduled for March and will include geotechnical recommendations. A meeting with the Arizona Department of Water Resources and Arizona state land management was proposed for early April.
- Patagonia Flood Control Regional Project: the consultant finalized a phase 1 existing conditions report (submitted Jan. 8); the county requested an updated scope of work for phase 2 (alternative selection and preliminary design) and negotiations on fee and scope are expected to begin this week.
Alan also noted the town of Patagonia submitted a flood and flow report that is attached to the district’s materials. No vote was taken; the item was an informational director’s report.
