Commission approves Camp Adventurewood use of Arroyo Park; commissioners ask city to consider parking-lot permit fee

The Community Services Commission approved a field-use permit April 14 allowing Camp Adventurewood to use Arroyo Park’s grass field, amphitheater and Gazebos A and B Monday–Friday from June 16 through July 25, 2025, and to place a temporary storage container in the Arroyo Park parking lot for the camp’s duration. Staff estimated the request will generate about $12,814 in facility fees based on the prior year’s charges.

Why it matters: commissioners flagged that the camp’s request includes use of parking-lot space for a temporary storage unit, and several commissioners asked staff to study whether a permit or fee should apply when field users occupy parking spaces for extended periods. Staff said the city is undergoing a master fee study and that a parking-lot fee could be considered in that review; until a fee is adopted, staff said they cannot impose a new parking charge for the container.

Staff reported that the facility fees for the field and gazebos have been charged historically and that, if approved, staff will generate the permit and invoice. Natalie, Community Services staff, confirmed there are no conflicts with existing field use calendars and that the application’s stated fee matched the amount paid in previous years.

Vote: The motion to approve the field-use request passed on a roll call vote (motion by Commissioner Lai; second by Commissioner Field). Chair Samuels, Vice Chair Plotkin, Commissioner Field, Commissioner Lai and Commissioner Weinberger voted yes; Commissioner Bagasow voted no. The permit will be issued and staff will coordinate site logistics and provide the permit fee calculation once finalized in the system.

Ending: Staff agreed to refer the question of charging for long-term parking occupancy to the city’s ongoing master fee-schedule review and to present recommendations if a fee is adopted.
