Nevada council approves FY26 capital improvements, revitalization area and CDBG contract

The Nevada City Council voted to approve several packages of city business at its April 20 meeting, including the fiscal year 2026 Capital Improvement Plan (Resolution 84), designation of the Nevada Urban Revitalization Area (Resolution 85) and a contract with the Iowa Economic Development Authority for a Community Development Block Grant (Resolution 86; program 25 ETR 0).
Council approved the consent agenda and then opened and closed public hearings on the capital improvement plan and the urban revitalization area; no public questions were submitted for the CIP hearing and no substantive oral testimony changed staff recommendations. A motion and second were recorded for each resolution and the council voted to approve the measures at the meeting.
City staff noted that the CIP and revitalization-area hearings had no submitted questions and that public forums were closed after no speakers indicated questions. For the CDBG contract (Resolution 86) a council member moved and seconded approval and a council member later confirmed the electronic poll showed a 5–1 result for a separate vote in the meeting (a display error was noted but movement and majority approval were confirmed by council).
What it means: Approval of the CIP sets the city’s prioritized capital projects for FY26 and authorizes staff to proceed with planning and budgeting steps described in the packet; the revitalization-area designation is aimed at local tax and development incentives in the plan area; the CDBG contract accepts state-administered block grant funds under program 25 ETR 0 and authorizes the city manager to execute the award contract.
No substantive changes to the CIP, revitalization area or the CDBG contract were recorded at the meeting; staff said they would return with standard reporting and any contract compliance items required by Iowa Economic Development Authority and CDBG rules.
