Houston County Commission approves bond appropriations, road budget amendments and multiple contracts

At a May meeting, the Houston County Commission approved a series of budget actions, contracts and a resolution authorizing a grant application to support local infrastructure and services.

The actions included a resolution authorizing the county to apply for a Growing Alabama grant for infrastructure at the Houston County distribution park; appropriations of 2025 bond proceeds to towns for recreation projects; multi-million-dollar budget amendments for road and bridge accounts; contract approvals for pavement markings, maintenance of a boat ramp, landfill remediation, a sheriff's software replacement and a ProPhoenix service agreement.

Why it matters: the approvals allocate capital and operating resources across several county services and to partner towns, affecting parks, roads, public-safety operations and environmental remediation projects in Houston County.

The commission authorized the county to pursue a Growing Alabama grant application to support infrastructure work at the county distribution park. The commission then approved appropriations of 2025 bond proceeds: $94,377 to the Town of Webb for playground equipment and $109,768 to the Town of Kinsey for basketball and pickleball court improvements.

On county operations, the commission approved $1,112,610 in budget amendments for miscellaneous road-and-bridge expenditures and $2,542,043.10 in budget amendments to recognize miscellaneous road-and-bridge revenues. The commission awarded a bid for reflectorized thermoplastic pavement marking material to the lowest bidder meeting specifications.

The commission approved an amended agreement with the Alabama Department of Conservation and Natural Resources to maintain the Jordan boat launching site. It also authorized an agreement with ADM for dump-site remediation on Dusty Lane in Ashford and approved a related budget amendment for that work.

For public safety, the commission approved a $200,000 budget amendment for replacement software for the sheriff’s department and authorized a ProPhoenix service agreement, directing the chairman to execute the contract.

County engineering staff reported recent and planned road work, naming Crawford Road, Amy Road, Ashley Grove, Harris Grove, Smithfield and County Line among routes recently paved or scheduled for work this spring and summer.

All of the listed items were approved by voice vote with the commission chair calling for “all in favor” before announcing each motion passed. The meeting record shows motions and seconds from multiple commissioners on individual items; discussion on the listed agenda items was brief and largely procedural.

The actions will move to implementation through county staff and contracting processes and, where noted, through agreements with state agencies or outside vendors.
