A representative of the ForeSander Tenants Association told the Northampton Housing Authority board that the tenants association passed a resolution expressing no confidence in the suspended executive director, Carol Leeper.
Peter Keirdorf, introduced as president of the ForeSander Tenants Association, read a resolution said to have passed at a tenants’ meeting with 16 members present: "The ForeSander Tenants Association has no confidence in the temperament or the ability of the currently suspended executive director of the Northampton Housing Authority, Carol Leeper, to serve the needs of the people here." Keirdorf said the vote on that resolution was 14 ayes, 1 nay and 1 abstention.
Chair Maureen Carney reminded the meeting that, because of an ongoing administrative investigation, the Authority had suspended public comment for the duration of that investigation; she said LTO (tenant organization) comments were still being heard in that limited capacity. The board accepted Keirdorf’s statement into the record; no formal board action on the resolution was taken at the meeting.
The public comment restriction and the tenants’ resolution were discussed during the executive-director and public-comment portion of the meeting; the interim executive director declined to present a full executive director’s report, saying he was new to the role and did not yet have operational detail to share.
