Commissioner Joella Tarbutton-Springfield questioned the role and employment status of the fee accountant and raised concerns about whether prior issues at another authority (Warren) should affect trust in the contract. DePace said he is a contracted fee accountant and explained audits and agreed-upon procedures (AUP) typically detect undocumented tenant adjustments or accounting irregularities.
After discussion a motion to approve the third-quarter financials, moved by Commissioner Brooks and seconded, passed by roll call: five commissioners voted yes and one voted no. The transcript shows Commissioner Tarbutton-Springfield recorded a “no” vote for reasons she gave publicly on record.
