Craig Lang, representing Lang Investments LLC, told the commission, “We are looking to put a 3 or fourplex, probably a fourplex unit up there.” He described the lot as “very large” and said the firm preferred a fourplex layout to make more efficient use of the parcel.
Brad (city staff) explained the rezone is the first of two steps: “Tonight is just the rezone. They’ll have to come back and get a conditional use to do the fourplex.” The conditional-use review will return to the commission later if the council approves the rezoning.
Commissioners moved and seconded the rezoning referral to the Common Council for final action on the scheduled council agenda; the motion passed on an oral vote.
The applicant said the planned building would be single-story, with each unit having two bedrooms, two baths, a full kitchen and a two-car garage. Lang said the developer aims to build this summer and will return with site-specific plans during the conditional-use stage.
No members of the public spoke during the hearing. The record shows no formal conditions were imposed at the rezone stage; design details, parking and façade treatments were left for the conditional-use review.
