The Town of Miami Lakes distributed a new set of committee rules adopted at the most recent Town Council meeting and asked committee chairs to review the changes with their members. "So you should have them there with you. If you don't have them, there's, a stack of, sets over here by the entrance," the meeting chair said as the quarterly committee chair meeting opened.
The rules take effect with the council's passage and chairs were urged to send any questions to their liaison or staff for clarification. The chair said the rules were sponsored primarily by Vice Mayor Moreira and Council Member Herzberg but reflected input from multiple council members.
Why it matters: the new rules change committee operations that affect how civic advisory work is conducted. Committee leaders were specifically told to note that remote appearances "shall not be counted towards quorum" but that remote participants may have their votes recorded during a voice vote, a distinction several chairs sought clarity on during the meeting. The meeting also flagged an attendance change: the town moved to a rolling calendar for absences, meaning repeated unexcused absences over the rolling period can lead to automatic removal.
Chairs were advised to bring the rules to their next committee meetings and to identify questions in writing if they need staff or council clarification. The town manager's office said it will work with liaisons to schedule refresher training on parliamentary procedure and committee processes for any committees that request it.
Several chairs asked for specifics about quorum, remote voting and enforcement of attendance. The meeting host reiterated that physical quorum must be met in person to hold binding votes, while remote participants may be counted for voice votes but do not satisfy the in-person quorum requirement. The meeting closed with a reminder that committees should expect to discuss the rules again at the next quarterly meeting and to request training if needed.
