Fire Station 9: David Seville, public works director, said the contractor has completed much of the stem wall and site utilities and the project is about 15% complete. “At this point in time right now, the contractor's nearly complete with the stem wall,” Seville said; crews will next prepare concrete pads and erect internal structural columns.
Park projects: Seville said the city finalized a lease with the International Boundary and Water Commission (IBWC) for La Llorona park work and expects to begin construction in mid‑May. Planned work includes playground replacement, safety surfacing, wayfinding and stormwater mitigation; staff said mitigation options may require an amendment to the IBWC lease depending on discharge design.
East Mesa Public Recreation Complex: Seville said procurement for the next phase is in progress and construction is expected to start in June, with scaled‑back elements after initial cost estimates exceeded available funds. Planned work includes basketball courts, restrooms, street furniture, Musco lighting and a 10x10 public art installation.
Affordable housing pipeline: Natalie Green reported progress on bond‑funded housing projects. - 3 Sisters (multifamily): 88% complete; Buildings A and B have temporary certificates of occupancy and are being leased; a public ribbon cutting is scheduled for May 13. Green said, “3 sisters is 88% complete. They've received temporary CEOs for Buildings A And B, and they have leased those up.” - Pedrina Senior Apartments: 74% complete; interiors and elevators remain to be finished and staff expect phased occupancy once elevators arrive. - Peachtree Canyon Apartments: under construction, about 26% complete; first residential buildings anticipated to be ready in late 2026. - Amador Crossing: not GO bond funded but staff reported $14.25 million in secured funding to date and a recent $2 million award from Housing New Mexico; a remaining gap of about $1.3 million remains and staff are seeking state help to close it.
Next steps and timing - Fire Station 9 and several park projects continue through 2025 with construction milestones in the coming months. Housing projects will proceed through phased occupancy as TCOs (temporary certificates of occupancy) are issued. - Staff asked council to expect additional contract awards and funding requests as procurement completes.
