The County Commission closed its public hearing and approved two land-use measures affecting the McMurray area adjacent to Charlesville County High School.
Ordinance 3-17-2025-04, addressing impact fees and a rezoning near McMurray by Charlesville County High School, passed after public hearings and two readings. The commission recorded an 18–2 vote in favor; commissioners later approved taking the third reading the same night and approved on the third reading by the recorded tally.
A separate rezoning measure, Ordinance 3-18-2025-05, reallocates zoning along the road frontage to C-2 (commercial) and designates the rear portion as R-3 for multifamily residential. Planning staff (Miss Maayan) said the change keeps commercial frontage and directs multifamily to the rear of the parcel. That ordinance passed on the vote shown in the electronic tally, 16–4.
Both measures moved through the county’s required public hearing and reading process. Commissioners said they would like planning staff to present highlighted changes in upcoming work sessions so commissioners can review the zoning document and ask questions before final adoption of larger zoning-code rewrites.
Clarifying details: Ordinance 3-17-2025-04 passed 18–2 on the reading recorded in the transcript; commissioners agreed to take the third reading that night. Ordinance 3-18-2025-05 passed 16–4. Planning staff said the rezoning keeps highway/frontage C-2 and samples the back portion as R-3 multifamily. Miss Maayan presented the zoning configuration during the meeting.
Next steps: Planning staff will provide highlighted changes and rationale in a future work session to give commissioners time to review proposed code rewrites and PUD language.
