Board approves multiple special-education service agreements, including River Rock slots

The Solanco School District Board on April 28 approved several special-education service agreements presented by Dr. Bliss, a district staff member.
Dr. Bliss described the agreements as largely "as-needed" contracts that the district has used previously. The board approved a 2025-26 agreement with Marsha Towers for bilingual speech evaluations; Dr. Bliss said the district uses Towers for about four to five bilingual evaluations a year.
The board also approved an agreement with Margaret Swanson, a certified nurse practitioner, for medical reviews of certain Individualized Education Plans (IEPs). Dr. Bliss said the service costs "$10 per IEP" and that reimbursement recovered through medical assistance more than covers the expense.
A Spanish-English school psychologist agreement was approved for full psychological evaluations delivered in both English and Spanish and for bilingual reports for parents. The board approved purchasing three slots for River Rock Academy placements; Dr. Bliss said buying slots is more economical and helps avoid placement waiting lists. The board also approved a separate River Rock AEDY agreement for disciplinary placements to be used a la carte when needed.
Each contract was discussed briefly and carried by voice vote with board approval noted for each item.
