Miss Vaughn told the court the change reflects a specification change for a single water‑well generator from 350 kW to 400 kW and removal of two generators from the county’s scope because those units were funded by AMWA via a Texas Department of Motor vehicle (TDM) grant the city of Athens had secured. The net effect to the owner‑engineer agreement was described as a $12,300 decrease in one line item and results in a total contract figure reflected in backup materials.
Danny Hayes of KSA Engineers explained the amendment in workshop and described the accounting adjustments: the construction administration line item was reduced by $12,300 (moving that line from roughly $40,000 to about $27,700), producing a net contract value reported in materials. The next agenda item included a corresponding change order that increased the contractor scope by $12,300 to account for the 350 kW→400 kW equipment substitution for the remaining generator under contract.
Commissioner Spivey moved approval of the KSA amendment with judge’s authorization to sign; Commissioner Richardson seconded. The change order with Duplichain Contractors was approved in a separate vote; both motions passed unanimously.
Court materials and staff stressed the items had been discussed in recent workshops and that approvals keep the ARPA water generator project moving forward without delaying procurement or installation schedules.
