At its April 28 meeting, the Lebanon Common Council approved multiple financial measures with limited public debate: two bond/refunding ordinances related to the city’s sewage works and three appropriations/resolutions to accept and allocate funding.
Major approvals - Ordinance 2025-11 (taxable refunding of City of Lebanon sewage works revenue bonds of 2018): Council adopted the ordinance on second reading after the city attorney and outside bond counsel explained the changes requested by the Indiana Finance Authority (IFA). The ordinance authorizes refunding bonds in an amount not to exceed $10,630,000. A motion to amend the ordinance to incorporate IFA-requested language carried and the ordinance was approved (voice vote). - Ordinance 2025-12 (issuance of City of Lebanon sewage works refunding bonds; related matters): Council approved companion ordinance 2025-12 as amended to incorporate IFA language; the item passed on second reading (voice vote).
Resolutions and appropriations (public hearings held and motions passed) - Resolution 2025-O-7: Council accepted a $25,000 donation from Discover Boone County to the Stoneater Bike Park (fund 2211 non-reverting parks) and approved the additional appropriation. Public hearing: none opposed. Motion passed (voice vote).
- Resolution 2025-O-9: Council approved a $76,000 appropriation from the non-reverting road impact fee fund to pay for a State Road 39 corridor study. The study is intended to evaluate impacts associated with possible relinquishment of parts of SR 39 and to support negotiations with INDOT; the funds will pay consultant fees. Public comment supported the study; motion passed (voice vote).
- Resolution 2025-O-10: Council approved a $53,300 appropriation from the planning non-reverting fund for scanning and archival of historic planning documents. Public hearing was opened and closed with no objections and the motion passed (voice vote).
What the council recorded in the meeting - Bond ordinances: staff said the IFA requested language edits to covenants and bond descriptions; council adopted the edits prior to final approval. The ordinance record shows the refunding amount cap and standard bond-sale provisions. - Road-impact study funding: staff explained that road impact fees are statutorily limited to capacity expansion projects and related studies (not for routine maintenance). The SR 39 corridor study will produce an engineering-level analysis to inform any negotiations about potential transfer of responsibility from INDOT.
Votes and procedure notes - The bond ordinances and all three resolutions were adopted after either an amendment and voice vote or straightforward motion and voice vote. Where roll call votes were requested earlier in the meeting for other matters, the bond and resolution adoptions were recorded as approved by the council.
Ending Council members said the SR 39 corridor study is intended to give the city negotiating data if INDOT offers a relinquishment; the park donation and planning-document appropriation were routine approvals. Staff will execute consultant contracts and publish amended ordinances as required.
