Taos council adopts ordinance establishing Metropolitan Redevelopment Agency

The Taos Town Council on March 25 adopted Ordinance 25‑01 to establish a Metropolitan Redevelopment Agency (MRA) under the Metropolitan Redevelopment Code, NMSA 1978 Section 3‑60A‑1, staff said during a public hearing and subsequent council vote.
Why it matters: An MRA creates an entity through which the town can plan and implement redevelopment activities in designated areas, including the authority to draft bylaws and later return those bylaws to the council for approval, staff said. Taos Main Street provided feedback during the ordinance drafting process; staff said those comments were incorporated into the final document.
Council discussion and process: Staff said the council had reviewed revisions at a February workshop and that a small change—requiring the MRA to draft bylaws and return them to the council—was added following input from Taos Main Street. One council member asked whether MRA commissioners must reside within the agency’s area of operations; staff clarified the ordinance language defines agency operations as the town of Taos.
Public hearing and action: The council opened a public hearing, received no public comments, closed the hearing and then voted to approve Ordinance 25‑01. Council members recorded affirmative votes in support of the ordinance. Following approval, the mayor asked staff to request letters of interest for commission appointments and to coordinate the recruitment process.
Next steps: Staff will post a request for letters of interest and work with the mayor and staff to develop a commission. The ordinance directs the MRA to draft bylaws that will come back to council for consideration.
