The House Climate, Energy, and Environment Committee opened a public hearing on Senate Bill 75A on April 29. The bill removes references to the statewide wildfire hazard map and related provisions that had affected accessory dwelling unit (ADU) approvals and replacement dwellings in high wildfire hazard zones.
Senator Jeff Golden, the bill's sponsor, told the committee the measure is essentially a housekeeping action to conform existing ADU language with another pending bill that repeals the wildfire hazard map. Golden recounted prior legislation that had mandated higher fire-resistance building standards (R3-27) for ADUs built before the map's completion and said Senate Bill 75A removes map-dependent language now that the repeal is forthcoming.
"Senate Bill 75 puts [statute] in conformity with our very strong intention to repeal the maps," Golden said, calling the bill a clarification so local governments and developers are not confused by obsolete map references. He said that after repeal, ADU permissions for rural residential lots would return to the pre-map approach under the earlier ADU authorization.
No additional witnesses testified in the committee hearing after the sponsor's explanation. The committee closed the hearing and moved on to the next agenda item.
