The House Climate, Energy, and Environment Committee on April 29 voted to advance Senate Bill 825 to the House floor with a do-pass recommendation. Committee staff said the bill requires the Oregon Department of Energy to adopt certain rules and eliminates reporting requirements associated with the small-scale local energy loan program fund and a small-scale local energy project administration and bond-seeking fund; staff described no fiscal or revenue impact.
Vice Chair Grama moved the bill to the floor; the committee then approved the motion by roll call. Representative Emerson volunteered to carry the bill to the floor after the vote.
Recorded votes on the motion were broadly affirmative: yes votes included Representative Anderson, Representative Edwards, Representative Helm, Representative Emerson Levy, Representative Marsh, Representative Neron, Representative Osborne, Representative Owens, Vice Chair Grama and Chair Tara Lively. Representative Wallen and Vice Chair Bobby Levy were recorded as excused. Committee staff said there were no amendments and no subsequent referral.
With the committee's approval, the bill will be carried to the House floor by Representative Emerson.
