Finance committee introduces weights-and-measures ordinance, plans to require local business registration for state contract costs

The Finance Committee on April 20 introduced an ordinance to create Chapter 194 (Weights and Measures) in the City of Mayville municipal code and to implement a local licensing application that will allow the city to special-assess businesses for state-contracted inspection costs.
A staff member explained that state law requires municipalities of Mayville’s size to have a weights-and-measures program but that the city currently contracts those services with the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). Under the proposed ordinance (listed at introduction as Ordinance 1148-2025), businesses that have devices such as fuel dispensers or retail scales would complete a clerk’s-office license application; when the city’s DATCP contract arrives, inspection costs could be apportioned and special-assessed to businesses based on the number and type of devices listed on the application.
Finance Committee members moved and seconded the item and voted to forward the draft ordinance for attorney review and to the council for introduction and further action. Committee members noted DATCP performs device inspections on a schedule and that the city has not previously charged businesses through a local ordinance.
The ordinance introduction was approved by committee vote and will return to committee/council after legal review.
