Council approves event fee waivers, appointments, labor pact and other measures in unanimous roll calls

Laconia City Council on April 28 voted on a series of consent and action items, approving event fee waivers, making two appointments, ratifying a collective bargaining agreement and taking other routine and special actions. Most roll-call votes were unanimous or 6-0 in favor.
The council approved waivers of city fees for community events: Temporary Traffic Order 2025-58 for the Laconia Multicultural Festival (special-event fee $150 and a $10 licensing fee waived), the Parks and Recreation facility fee ($150) for the Laconia Kiwanis Club’s Bike and Board Safety Day, and a $150 facility fee waiver for the Laconia Historical and Museum Society event at Weirs Community Park Amphitheater. Each waiver passed on roll call with six affirmative votes.
The council also approved two appointments: Marjorie Wilkinson to serve as Ward 3 supervisor of the checklist for the remainder of a term expiring 12/31/2025, and Seth Wingate to the Colonial Theater Advisory Board. Both appointments passed on voice/roll-call votes recorded as six affirmative votes.
On labor matters, the council approved a collective bargaining agreement with the Laconia Administrative and Technical Employees, Chapter 69, State Employees Association of New Hampshire, Local 1984, covering 07/01/2025–06/30/2028. City staff reported the contract cost at $175,547.17 (including a winter maintenance stipend). The measure passed 6-0.
Other procedural actions: the council accepted the minutes of earlier meetings as distributed; it tabled Resolution 2025-11 (release of parking kiosk reserve funds) for future consideration; and it accepted a donation from the Bank of New Hampshire to replace the flagpole in Veterans Square, adopting Resolution 2025-14 and authorizing the city manager to sign related documents (6-0).
The council also approved an update to its Rules of Procedure after the item was taken off the table and passed on a 6-0 roll call.
Several items were scheduled for future steps. The council waived reading and completed the first and second readings where required before voting on ordinances or resolutions. Where public hearings were required the council either held them earlier in the meeting (with no speakers) or scheduled them for a future meeting.
