Council approves multiple ordinances and resolutions including gun-violence declaration; roll-call votes recorded

Cleveland City Council introduced, read and in many cases placed on final passage a series of ordinances and resolutions during the meeting; several items were adopted by roll-call vote after the council suspended the rules.

Major items recorded in the meeting minutes included:

- Resolution 5 62 20 25: Declaring gun violence a public health crisis in the city of Cleveland and pledging to work to reduce gun violence. (Adopted by roll call; recorded "15 ayes".)

- Resolution 5 63 20 25: Recognizing May 1–7, 2025, as Gun Violence Survivors Week in Cleveland. (Adopted by roll call; recorded "15 ayes".)

- Resolution 4 36 20 25: Adopting the Children's Outdoor Bill of Rights to declare the city’s commitment to providing access to parks and outdoor opportunities for every Cleveland child. (Adopted by roll call; recorded "15 yeas".)

- Multiple departmental ordinances and contract authorizations (first- and second-reading items) were introduced and, where indicated, approved. These included, among others: contracts for public health services and homeless outreach (Ordinance 5 02 20 25 and related measures for a "Home for Every Neighbor" initiative); port and airport equipment and maintenance contracts (Ordinances 3 26 20 25, 3 79 20 25, 3 85 20 25); authorizations for use of casino revenue funds for community events and programs in several wards (Ordinances 5 70 through 5 73); and a lease to establish a clinic at the Northern Ohio Blanket Mills building (Ordinance 4 68 20 25). Many of these departmental ordinances were placed on final passage after suspension of the rules and recorded as adopted by roll call.

- Communications from the Ohio Division of Liquor Control about license and transfer applications at several addresses were noted on the record.

Council members consistently used the procedure to suspend rules and place legislation on final passage during the meeting. On multiple roll calls recorded in the minutes the clerk announced unanimous or near-unanimous votes among members present; several readings and final-passage roll calls recorded "15 yeas/ayes." Specific vote tallies and member-by-member records are recorded in the meeting transcript and minutes for each individual ordinance or resolution.

Council also approved routine condolence and congratulatory resolutions and heard multiple public comments prior to the legislative actions. Several council members used the floor after adoption to thank staff and outside partners for their work on specific ordinances and community initiatives.
