Committee approves airport sole‑source maintenance contract and fleet/equipment procurement authorizations

The Finance, Diversity, Equity, and Inclusion Committee approved a set of port control ordinances authorizing airport maintenance and procurement contracts.

Dennis Kramer, assistant director for airport development, presented Ordinance 326‑2025 to renew a contract with ADB Safeguate Americas, LLC for parts, software, labor and services to maintain the airport’s proprietary airfield lighting control systems. Kramer said the system is proprietary, the airport relies on ADB’s proprietary controllers and software, and a continuing relationship with the vendor is needed to meet Federal Aviation Administration (FAA) Part 139 compliance.

The committee also approved ordinances authorizing purchase or rental contracts for replacement parts, supplies and specialized components to support vehicle and airfield equipment maintenance (Ordinance 379‑2025) and authorization to procure or lease on‑road vehicles and off‑road equipment to modernize and maintain fleet operations (Ordinance 385‑2025). Kramer said the port maintains a varied fleet requiring manufacturer‑specific parts and that the airport has a five‑year fleet renewal program.

Council members and committee staff noted that proprietary systems sometimes require sole‑source contracting and that the Transportation Mobility Committee had previously considered the item.
