The Stonecrest City Council approved the preliminary plat for Highland Park phase 2 (SDP 24-009, 6251 Rock Springs Road), authorizing the developer to proceed toward final-plat submission for 75 lots.
Planning staff said Highland Park is being constructed in phases; phase 1 has an existing access point and phase 2 has its own access. The developer’s plan calls for phased construction with additional lots later requiring a separate entrance under the city’s access-management rules (staff cited Section 14-200 for minimum access points by unit count). Council asked staff and the developer to ensure the design for the second entrance included a proper median/right-out control to prevent unsafe left turns; staff said the access point was drawn as a right-in/right-out with median treatment.
Council approved the preliminary plat by a 5-0 vote. Staff reminded the developer that final plat approval will be required before any lot recordation or permitting.
