Kerr County adopts FEMA hazard mitigation plan and approves RFQ process for fire department generators

Kerr County Commissioners voted unanimously to adopt a FEMA-approved Kerr County Multi-Jurisdictional Hazard Mitigation Plan and approved procurement actions tied to a 2021 Hazard Mitigation Assistance (HMA) grant intended to provide backup generators to volunteer fire departments.
Doug Thomas, county staff, briefed the court that after two years of work with GrantWorks and partner jurisdictions the 212‑page mitigation plan is complete and the court’s resolution is required to proceed with FEMA. The court approved the resolution adopting the FEMA‑approved plan.
Noel Putnam, grant coordinator, asked the court to approve a request for qualifications (RFQ) for engineering services related to the HMA grant and requested approval to publish the RFQ pending county attorney review. The court approved (unanimous) both the RFQ (subject to county attorney approval) and publication in the local paper.
The court also approved the RFQ selection criteria and rating sheet, and appointed a selection review committee to evaluate proposals comprised of Commissioner Paces, Doug Thomas, Brian Alexander, Noel Putnam and Charlie Hastings. The court recorded unanimous votes on the RFQ approvals and committee appointments.
Putnam said the generator effort originated after winter storms and COVID-related disruptions and that county staff has worked to shepherd the application through multi-year federal processes; she described the grant as long-sought and tied to VFD emergency readiness.
No votes were recorded against these items; all related motions passed unanimously.
County staff indicated the county attorney would review documents before final publication and contract awards.
