The Haverford Township SD Finance & Facilities Committee discussed developing clearer rules on gifts, grants and donations after staff described a local request to donate a wall-ball installation at Chestnut Wold and other booster and volunteer offers.
The discussion matters because donations that alter facilities or create ongoing maintenance obligations can have equity, insurance and operational consequences for the district.
Staff explained the district’s current policy discourages acceptance of gifts that create ongoing obligations without board awareness. Committee members raised several concerns: donated facilities or equipment that grant preferential use to one group (for example, a boys’ team but not the equivalent girls’ team) could raise equity issues; gifts that add maintenance costs (for example, outdoor equipment or office hardware) require clarity on who pays for upkeep and consumables; volunteer labor (painting, construction, installation) raises insurance and bargaining-unit considerations and cannot simply be accepted without appropriate oversight and documentation.
Several members suggested establishing a dollar threshold under which the business office could accept monetary donations (members discussed a modest threshold as an example, e.g., a low-hundreds amount, but no firm figure was adopted). They also suggested alternative ways to acknowledge donors other than placing every gift on a public board agenda and asked for clearer guidance when a donation entails ongoing district responsibilities. The committee noted that donations originating from the district’s Education Foundation are handled differently at the building level, where principals review foundation-related gifts, and that any donation involving technology must be cleared by the district’s technology lead.
Committee members proposed adding policy language that clarifies maintenance obligations, equity checks for athletics and extracurriculars, insurance/volunteer requirements, and a simplified acceptance path for low-dollar gifts so the business office can process them without agenda-level review. Staff said they will review the current policy and return recommended edits to the policy committee and to this committee for further review.
