The Haverford Township SD Finance & Facilities Committee reviewed the results of a competitive RFP for the district’s food-service management contract and heard that the evaluation committee ranked Chartwells highest among six bidders.
The recommendation matters because the selected vendor will run district cafeteria operations under a contract that begins with a one-year term and may be renewed up to four times under Pennsylvania Department of Education (PDE) rules.
Staff said six companies submitted proposals: Nutrition Group, Aramark, Chartwells, SFE, Meds and Pomptonian. An evaluation committee of at least three people reviewed submissions using PDE’s prescribed scorecard; the district’s committee included the business manager, Audrey McWilliams (assistant business manager), Dr. Horan and Dr. Shelton. The PDE scorecard places the greatest weight on cost (the lowest-cost bidder receives the maximum points in that category) and also awards points for years of experience and for a vendor’s guarantee of profit-sharing to the district.
Committee members described the review as comprehensive and said each evaluator completed individual scoring before discussing any questions as a group. The presenter said Chartwells received the highest aggregated score across the committee.
Next steps described in the meeting: staff will submit the committee’s scorecards and documentation to PDE for review; PDE confirms that the district followed the required procedures. After PDE review, the district will place the recommendation before the board for final approval. The base contract described by staff is a one‑year term with the option to renew annually up to four additional times; actual renewal terms and profit guarantees will be negotiated each year.
No final board vote occurred during this committee meeting; committee members discussed placing the recommendation as an informational item on a future board agenda and agreed staff could proceed with PDE submission while allowing board review before final action.
