Human Resources staff presented a proposed change to County HR Policy 3-300 (Alcohol and Drug) to require employees to report for random drug testing within 24 hours of notification, including when notification occurs while the employee is on vacation.
Emily Wild explained the change, saying the county already operated with a 24-hour expectation for random testing but had not codified it in written policy: "We have been operating under the 24 hour, but it wasn't written in policy. So we thought we better write it in policy," Wild said. She described the specific addition: if an employee is called as part of a random test and is on vacation, the employee must report within 24 hours of notification after they return.
Commissioners asked how the proposed change related to other testing categories. Staff clarified that separate sections of Policy 3-300 already address new-hire testing, reasonable-suspicion testing and post-accident testing; reasonable-suspicion testing is immediate and is covered under section b. After the discussion, a staff member said the proposal would be placed on the commission agenda next week for formal consideration.
No formal vote on the policy amendment was recorded during the discussion; commissioners directed staff to add the item to a future agenda.
