- Approval of claims from April 28, 2025: Motion carried 6-0.
- Approval of minutes from April 14, 2025: Motion carried 6-0.
- Resolution 25-113 and Ordinance 25-19 (North 0.2 Phase 1 annexation): The council approved a fiscal plan resolution and then adopted the annexation ordinance on second reading; both carried 6-0. City staff said the annexation area totals about 14.71 acres on the north side of State Road 38.
- Resolution 25-116 and Ordinance 25-21 (Finley Creek annexation): Council approved the fiscal plan and adopted the annexation ordinance on second reading; both carried 6-0. Staff said the Finley Creek annexation area is about 34.3 acres north of West 190 Third Street and east of Fremont Moore Road.
- Ordinance approving economic development bonds for the Grand Millennium Center (developer-purchased financing): Dustin Meeks of Barnes & Thornburg said the ordinance authorizes $25,000,000 in developer-purchased financing over 25 years; council approved on a 6-0 vote.
- Ordinance 25-24 (redevelopment authority lease/bond issuance and land acquisition for capital projects): The council approved lease and bond authorizations and related land transfers to support redevelopment authority financing; motion carried 6-0.
- Ordinance 25-25 (establishing the Westfield Mayor’s Youth Council): Council adopted the ordinance; the mayor said no new appropriation is required and existing budget dollars will fund the effort. Motion carried 6-0.
- Resolution 25-123 (adding Rivet Coffee Bar and Roastery to the downtown DORA map): Council approved adding the business to the downtown designated outdoor refreshment area; motion carried 6-0.
Several items were introduced for future review (PUDs and PUD amendments including Hundred 90 Sixth and East PUD; Woods Robinson Briggs PUD amendment; Osborne Trails amendment) and have upcoming Plan Commission public hearings or neighborhood meetings as noted on the record.
The council recorded roll-call votes on each formal adoption and the administration provided brief introductions for each item; most measures passed without extended council discussion.
