Council authorizes $300,000 right-of-way purchase for Green Street access to future parking deck

The Roswell City Council on Monday authorized city staff to acquire a right-of-way and temporary construction easement tied to the Green Street mobility and parking-deck project for a purchase price of $300,000.

City Attorney David Davidson described the acquisition as necessary to create an access connection from Highway 9 to Green Street for the planned Green Street parking deck. The property referenced in the staff report was listed as 1066 (transcript references vary: "Alfred," "Alparado," and "Alpharetta" were used in different statements); staff said the purchase is for right-of-way and temporary construction easements and that the acquisition will be coordinated to minimize disruption to the existing business on the parcel.

Davidson said the easement is limited and primarily intended to allow construction of the deck entrance; staff told council the purchase would not create long-term business impediments beyond short-term construction impacts. The acquisition is part of the city's ongoing Green Street parking-deck project, which staff has presented previously and expects to complete as part of the downtown parking-mobility strategy.

Council Member David Johnson moved to authorize the acquisition; Council Member Lee Hills seconded. The council recorded the vote as unanimous in favor.

Staff said they will coordinate construction staging, temporary easement requirements and business access to reduce impacts during construction. The item was presented as part of the administration's continuing work on the Green Street parking-deck project and to preserve project schedule milestones.
