The Charleston County School District board on April 28 approved a reallocation of funds to complete required road improvements tied to the Johns Island Elementary project, including a roundabout and turning‑lane work required by the South Carolina Department of Transportation.
Trustee Miss Wiley described the reallocation as funding outstanding easement and road work required to finish the project: “Everything is done except for the roundabout and the turning lane,” she said. Planning staff explained that SCDOT required extended improvement areas and utility relocations outside the immediate school site, which increased the project scope and cost.
Board members asked why SCDOT could not cover the additional costs; staff said the agency will ultimately accept and maintain the road but the district was required to complete certain improvements as a condition of project approval and to meet a construction schedule tied to the school opening.
The motion to reallocate the funds to cover the outstanding work passed on a voice vote. Project managers said the completed roundabout and turn‑lane improvements will be turned over to SCDOT for maintenance after project completion.
