The Yarmouth Zoning Board of Appeals on April 24 approved a special permit for Gregory C. Belzikian to raise and replace a pre‑existing, nonconforming barn at 169 Route 6A in Yarmouth Port, subject to Old Kings Highway Historic District Committee approval and the submission of an as‑built plan showing the rebuilt barn moved 2 feet off the lot line and 2 feet farther back.
Belzikian told the board he purchased the property intending to make modest repairs but found the barn’s basement and internal structure unsafe. “I purchased 169 Route 6A hoping I could just do slight work to improve the property and make sure it's stable,” Belzikian said. He said a structural engineer found the basement unstable and that the interior demolition revealed little original structure remained. Belzikian and his contractor, Chris Weeks, said they plan to raise the barn, install a new foundation and rebuild in the same location but as new construction.
The board discussed setback relief; the existing barn sits about 1.5 feet from the lot line. Belzikian said the barn is about 15 feet from the septic tank and that pushing the building back about 2.5 feet would leave it roughly 11 feet from the septic. Abutters who spoke — Anthony Ponte Bianco and John Seeger — said they support the proposal. Ponte Bianco described himself as an abutter and said the petitioner had been “great neighbors.”
The Old Kings Highway Historic District Administrator, Lisa Sherman, submitted a memo saying the Historic District had tabled a demolition/certificate request at its April 14 hearing, scheduled a site visit, and expected to hear the application on April 28. The board made Yarmouth Historic District approval a condition of its permit and stated it never approves projects north of Route 6 without that approval.
Board member Jay moved to approve the special permit as presented with the conditions that the applicant submit an as‑built showing the building 2 feet off the lot line and 2 feet back from its present rear location, and that the permit be conditioned on Old Kings Highway Historic District approval. The motion carried unanimously.
Next steps: The board noted the 20‑day appeal period after filing the decision with the town clerk. Staff will prepare the written decision; after the appeal period the petitioner must record the special permit at the registry of deeds and return a copy to the board’s records.
