The Rock Hill Planning Commission on Wednesday voted to recommend that City Council rezone about 2.41 acres near Fir and Sanborn Streets from General Commercial (GC) to Single‑Family 5 (SF‑5).
Staff said the change would align the parcel with surrounding single‑family neighborhoods and make single‑family development possible by right instead of requiring repeated appeals to the Zoning Board of Appeals. The rezoning application covers seven parcels (six north of Sanborn and one south of Sanborn) the applicant proposes to resubdivide into 10 lots.
The request came as a petition from Saranac Management Group, LLC (Michael Goodner listed on the petition). A planning‑department presenter said the area was formerly developed as a mobile home park that dissolved between 2016 and 2018, that surrounding uses are largely single‑family detached homes, and that the proposal does not require a traffic impact analysis because the lot increase (7 to 10) is small. Staff recommended approval, saying the proposed SF‑5 district would not have an adverse impact on nearby properties and matches the city’s ongoing reduction of GC zoning in predominantly residential areas.
Tyson Hafely, who identified himself as the applicant present at the meeting, told commissioners that utilities and city services are available for the proposed lots and described the proposal as an opportunity to revitalize the area. "As far as I understand, the city has the capability, willing and also capable of servicing all of the lots that we've laid out," Hafely said.
Commissioners had no public speakers in favor or opposition at the hearing. Several commissioners recused themselves from this item; one commissioner served in place of the chair for the first two items. After discussion, a motion to recommend approval carried; the commission’s recommendation will be forwarded to City Council for a first reading scheduled for April 28, 2025.
The commission’s action is advisory: City Council will make the final decision on the rezoning.
